Abstract

“Let no one start plucking the strings lightly,” we could quote Petőfi as a start. Adding at least that, not until we define some of the institutions that serve as the basis of our writing. Thus, it is essential to define Africa as an entity. Well, from now on, we will consider Africa not only as a geographical reality but also as a political-legal reality.
