Foreword
The publication of the first issue of a professional periodical bringing together the work of several authors is always preceded by great expectations and, accordingly, considerable preparation - both on the part of the authors and the people involved in the publication.
This was no different in the preparation of the publication of the PhD Studies in Public Administration and Infocommunications Law: our authors have taken great pains to examine the topics they have dealt with, and the Consciously our Environment Association, which is responsible for the publication, has also done its utmost to ensure that these excellent works are published in a dignified environment for the scientific community.
The interconnection and synergies between public administration and information and communication technologies have become a key factor, even a guiding principle, in many fields. The complex social, legal and economic problems and issues associated with these topics, and the scientific analysis of these issues, in view of the accelerated pace of change worldwide, provide new opportunities for experts to interpret these issues and to formulate critical comments and proposals.
The main objective of the present journal is therefore to provide young researchers in the first half of their academic careers with an opportunity to publish their ideas on these issues.
I would like to take this opportunity, on behalf of the Publisher, to thank the authors for their efforts, the members of the Editorial Board and the editors for their acceptance of the invitation and their dedicated work.
I wish all readers a good professional "immersion"!
