Africanists often quote former US Secretary of State Albright, who described the Congo conflict as the continent's first world war at a UN Security Council meeting a decade ago. The civil war, which flared up again in 1998, is still considered the largest interstate conflict in Africa's recent history. Although this war was fought with conventional weapons, it was not characterized by major battles, clearly defined front lines, or ceasefire agreements.
