China's rise in Africa and its dynamic relationship-building fit well into the expansive pragmatic foreign policy – in fact, it is its organic core – that China has been implementing with consistent steps since the opening-up policy. The organization of Sino-African relations has taken a particularly big turn since 2000—in that year, following the example of the TICAD (Tokyo International Conference on African Development) first organized by Japan in 1993, China hosted the first Forum on China-Africa Cooperation (FOCAC), which has been held every three years since then, with the guaranteed participation of all African states.
