    Vol. 4 No. 1 (2023)

    Change is now an everyday part of our lives, and perhaps it is the speed and direction of change, rather than its constant presence, that is the driving force behind our thinking and thus scientific inquiry.

    Reflection on this change is now reflected not only in the papers published in this issue, but also in the work of our editorial team. This is the first issue to be published with an international editorial board, now largely made up of foreign experts. This change is also reflected in the authors of the journal and in the articles published - most of the manuscripts are published in a foreign language to ensure a proper scientific discourse on the topics covered in the studies, and the authors now also clearly include international scholars.

    From this year onwards, continuing to build up the professional work of our journal, we have implemented further developments with the support of the internal scientific tender of the University of Pécs: our journal has moved to a new website that meets all professional expectations, its content and interfaces are now available in Hungarian and English, and we are continuously expanding the range of Hungarian and international professional databases and indexes which include the articles published in our journal. Also this year, our Editorial team has been expanded with the arrival of a permanent linguistic supervisor. We can therefore look forward to the future with excitement, and our authors' writings provide excellent "signposts" for the new challenges ahead.

    I would like to take this opportunity to thank, on behalf of the Publisher, our authors for their efforts, the members of the Editorial Board and the reviewers for their acceptance of our invitation and their dedicated work. Special thanks are due to the staff of the South Transdanubian Regional Library and Knowledge Centre, who assist us in so many ways in the publication of our journal.

    Foreword

    Our world is undergoing incredible change - not only in a tense international situation, but also in the regulatory void created by the rapid pace of technological development, to which law, as a general social normative system, must respond faster than ever before. All this in an environment where there is often insufficient time for the positions on which regulation is based to be debated, with a view to ensuring that regulation is able to prevent the negative consequences of new situations. In this issue, the authors address these exciting issues.

    In this issue, topics such as the data protection issues raised by the use of artificial intelligence in public administrations, which provides answers to an increasingly topical issue, and certain questions of transparency in government platforms, also created and maintained within the framework of these administrations, are addressed; the data protection of deceased persons, which stretches the traditional interpretative framework of data protection; the rethinking of the domestic system of administrative legal requirements for autonomous vehicles and, last but not least, the potential constitutional limits of the use of personal data.

    I believe that our authors, with their extremely curious choice of topics and their professionally grounded new positions, can successfully provide guidance to a professional audience interested in the field of public administration and infocommunications.

    Foreword

    After the success of the first issue, the Editorial Board of this journal is pleased to announce the second issue, to be published in 2021. The aim remains the same: to provide young researchers in the first half of their academic careers with an opportunity to publish their ideas on this topic.

    The authors have set themselves the task of exploring exciting topics: this issue is full of cutting-edge issues, from health and data management in general, to issues of artificial intelligence, to the international interpretation of transparency, to the regulation of domestic referendum initiatives. I believe that not only the topics are among the most topical, but also the answers, dilemmas and new perspectives that the authors bring to the issues under consideration, in a scientific approach.

    This issue is also unique in that it is the first to include a foreign-language publication - two of them, each taking a closer look at an aspect of the topics mentioned above.

    Foreword

    The publication of the first issue of a professional periodical bringing together the work of several authors is always preceded by great expectations and, accordingly, considerable preparation - both on the part of the authors and the people involved in the publication.

    This was no different in the preparation of the publication of the PhD Studies in Public Administration and Infocommunications Law: our authors have taken great pains to examine the topics they have dealt with, and the Consciously our Environment Association, which is responsible for the publication, has also done its utmost to ensure that these excellent works are published in a dignified environment for the scientific community.

    The interconnection and synergies between public administration and information and communication technologies have become a key factor, even a guiding principle, in many fields. The complex social, legal and economic problems and issues associated with these topics, and the scientific analysis of these issues, in view of the accelerated pace of change worldwide, provide new opportunities for experts to interpret these issues and to formulate critical comments and proposals.

    The main objective of the present journal is therefore to provide young researchers in the first half of their academic careers with an opportunity to publish their ideas on these issues.
