It often happens, that the preparation for and the motivation behind an event is more important, than the event itself. The XIVth International Congress of Sociology, planned to be organized in Bucharest, on the 29th of August, 1939, was postponed due to the outbreak of the World War II. However, the preparation of the event, including the in-advance publication of a large number of studies, positioned the Gusti school of sociology in the forefront of the international sociology.
