Abstract

After the genocide, from July 1994, the RPF has been in power in Rwanda. When the militant rebel group came to power, it faced a devastated country, for which it was partly responsible. As a result of the shock of the genocide, the citizens who remained in the country opposed all ethnic discrimination and any political manifestation of it. Relying on international attention, people hoped for rapid reconstruction and democratization from the RPF. In line with expectations, the RPF started the „New Rwanda” nation-building project, which aimed to eliminate ethnic divisions on the one hand, and to deal with social differences caused by huge waves of refugees on the other.
