Abstract

The importance of the role of propaganda, media, and communication was recognized by political decision-makers very early on. "Winning hearts and minds" is not just an invention of the most modern asymmetric warfare: governments fighting various guerrilla groups usually quickly realized that, in most cases, they could not put an end to armed resistance by using military means alone.
