Call for Papers – Pécs Journal of International and European Law (PJIEL)

The Pécs Journal of International and European Law (PJIEL) is a peer-reviewed, open-access journal published by the University of Pécs, Faculty of Law. It provides a platform for high-quality academic research in the fields of public international law, European Union law, and related legal disciplines. Our journal is indexed in HeinOnline, the Hungarian Academy of Sciences and REAL-J. The journal welcomes contributions from scholars, practitioners, and advanced doctoral students who wish to engage in critical and innovative discussions that contribute to the understanding and development of international and EU law.

General Call for Papers

PJIEL accepts submissions on any topic within the scope of international and European law on a rolling basis. Authors are encouraged to submit original research papers, case notes, or review articles at any time. Indicative deadlines are March 15 (for Issue I in a given year) and 15 October (for Issue II in a given year) but submissions are welcome continuously. Submissions are reviewed on a rolling basis and are considered for publication in upcoming issues.

Call for Special Issue Papers – Issue 2025/II: Trafficking in Human Beings in the European and International Context

For its 2025/II issue, PJIEL is issuing a call for papers for a Special Issue on the theme of Trafficking in Human Beings. Submissions may address this topic from various angles within EU and international law, including but not limited to:

  • The effectiveness of international treaties and EU legal instruments in combating trafficking in human beings;
  • International cooperation and challenges in prosecuting trafficking networks,
  • Victims’ rights and protection in the human rights context;
  • The role of international organizations (e.g., UNODC, Council of Europe) in addressing trafficking in human beings;
  • The role of policing and upstream disruption in combating trafficking in human beings;
  • The relevance of modern technology in the practice and combating of trafficking in human beings.

Submissions on any legal issue related to trafficking in human beings – beyond the examples listed above – are also welcome.

Special Call for Papers – 2026/I Issue: Hybrid Threats and Hybrid Warfare

For its 2026/I issue, PJIEL invites papers exploring the concept of Hybrid Threats and Hybrid Warfare. Relevant topics can particularly include, but are not limited to:

  • Legal definitions and frameworks addressing hybrid threats under international law;
  • The European Union’s strategic and legal responses to hybrid warfare;
  • Cyber operations and disinformation campaigns in the context of international armed conflict;
  • Attribution and accountability for state and non-state actors involved in hybrid attacks.

Submissions may address any aspect of hybrid threats from an international law or EU law perspective.

Submission deadline: 1 March 2026
