Abstract

The Government of Hungary enacted Decree No. 429/2020 on the „definition of tourist areas” (IX. 14.) government decree at the end of 2020. The regulation anticipates the establishment of a novel institutional system for tourism, sharing several similarities with the formerly active tourism destination management system. The aim of the development of the new tourism institutional framework is to improve the competitiveness of tourist destinations by transforming the existing tourism supply into a package of services, improving the attractiveness of the destination, defining a range and quality of services that meet the needs of well-defined target groups and improving the image of the destinations. In this case study, the paradigm shift in Hungarian tourism will be presented through the Pécs-Villány priority tourism area as an example.
